Bid Protest That HUD Did Not Inform All Bidders of Error in Rental Return Rate in Time

Protesters contended that only one bidder was informed of the rental return rate error in the bid package in time, and that the protestors did not have time to recalculate their bids. The Secretary of HUD has the authority to use allotted public funds at his discretion, hence, this case cannot be judged by GAO. (SS)
