Inappropriate and Improperly Conducted Telephonic Solicitation

The protester alleged that the telephonic solicitation it received was inappropriate and improperly conducted. Since the protest was filed after the closing date for receipt of initial proposals, and since the basis for the protest was known prior to that date, the protest was untimely and was not considered on its merits.
