A claim was filed for price adjustment for a contract to design and fabricate a crane and lifting beam. In the absence of an escalation clause in the contract, no basis existed to compensate contractor for abnormal inflation of material costs, because valid contracts must be enforced as written. Request for relief under the Small Business Emergency Relief Act cannot be reviewed by GAO. (SW)
