Matter before Courts Will Not Be Decided by GAO

Protester requested injunctive relief pending appellate court's determination of issue rather than GAO's determination. Neither appellate court deciding substantive issue nor the District Court deciding injunctive issue indicated interest in GAO views. Protest was dismissed.
