Contractor contended that the solicitation precluded it from submitting a competitive bid and that the award was not in the best interests of itself or the Government. The fact that contractor relied on Department of Labor wage scales in its bid and must pay higher wages in order to obtain required guard personnel, did not render procurement defective. Protest was also untimely. Alleged additional after-award requirement was matter for contract administration and not for resolution under Bid Protest Procedures. (DJM)
