Requirement Should Be Resolicited Because of Lack of Estimated Quantities

Company protested an invitation for bids (IFB) for partition work on the basis that bidders were precluded from intelligently bidding due to lack of estimated quantities. Bid prices did not appear to be the result of informed and free and open competition. The IFB should be cancelled and the requirement resolicited.
