Protest of Manhour Minimum in Solicitation

Company protested the manhour minimum of solicitation for janitorial services, and also the denial of its request for bid correction. Protest against manhour minimum was untimely. Where worksheet to support bid correction had mathematical error which bidder satisfactorily explained, contracting officer's denial of correction was unreasonable. However, worksheet showed bidder would not comply with manning requirements. (DJM)
