Protest of Inadequate Time to Submit Sample Item

Company protested award of contract for home alarm systems, maintaining that the 2 days within which to submit a sample limited competition to those firms currently manufacturing the unit, and that the sample should not have been required as a condition for bidding. Because the request for proposals stated that a sample might be required, the protest was untimely when filed after the proposal was submitted and was rejected. (SW)
