Protest Alleging Agency Bias in Evaluation

A company protested exclusion of its proposal from competitive range as technically unacceptable. The record supported agency's determination that proposal for development of test ranges was technically unacceptable, and therefore not in competitive range; allegation that evaluation was biased was not sustained. The contracting officer was not required to meet with offeror prior to award to permit clarification of proposal; offeror was entitled only to post-award debriefing.
