Reconsideration of Agency's Cancellation and Resolicitation of Proposals

Reconsideration was requested of cancellation of a solicitation for which the claimant was the sole offeror in the competitive range and the subsequent resolicitation. The cancellation and resolicitation was justified where only one acceptable proposal was received. The protester's contention that competitive solicitation consituted a violation of its proprietary rights was not sustained.
