A company while under contract with GSA, violated two labor laws and underpaid two employees, who are now requesting payment from moneys withheld from the company under another contract, since no money was withheld from the previous contract. There was no legal authority, however, to make restitution from monies withheld from contracts other than the one under which the underpayment occurred.
