A protest of a contract award for mailing and distribution services, and storage alleged that the successful bidder was: (1) nonresponsive because its main facilities were not in the specified area; (2) nonresponsible because the bid price was much lower than other bids; and (3) nonresponsive because it failed to complete the affirmative action program provision of the solicitation. A contractor's "main facilities" could be a suitable plant rather than the home plant. GAO does not review affirmative determinations of responsibility, and correction of the error concerning the affirmative action program was allowable. The protest was denied. (SW)
