Cancellation of Solicitation Determined to Restrict Competition

Low bidder protested cancellation of solicitation. Company was ineligible for award because it planned to obtain items from a source that had not been tested and approved prior to bid opening, as required by solicitation. Agency determined solicitation was restrictive of competition. Protest was denied. (SW)
