Euclid Designs and Development Company protested reprocurement procedures, after defaulting on a contract for barbed tape, claiming irregularities in specifications, sole-source negotiations, and exclusion from competition. The repurchase, considered as a new procurement, was found to be proper and the late proposal properly excluded from consideration.
