Prime Contractor Is Not Found to Be Purchasing Agent of Government

A company protested the award of a subcontract for a computer system, alleging improper procurement by the prime contractor for the National Science Foundation (NSF). Since the prime contractor was not acting as a purchasing agent of NSF, and fraud is not involved, the protest was not for GAO consideration.
