Overseas Tour Renewal Agreement

A decision was requested concerning repayment by an employee of travel costs for a renewal agreement which occurred after he received notification of transfer. Repayment is not required since travel had been postponed by the Government, and a transfer in the interest of the Government is not an agreement violation.
