Award to provide data file maintenance services was protested by claimant, alleging that awardee did not have required work commitments from its projected personnel. It was not clear that requirement for "statements of commitment" from persons not then employed by offeror could be satisfied only by submission of signed statements from each person, as protester asserted, and not by an offeror's representation that it had obtained such commitments. Protest was denied, but agency was advised that similar provisions in the future should be made clearer.
