The protester objected to the award of a contract, alleging that the awardee's bid was nonresponsive. The low bidder's acknowledgment of an amendment that had not been issued could be waived as a minor informality or irregularity. The failure to provide standard information such as identification number and previous contracts and compliance reports, as well as failure to indicate whether it was a small business concern, could be waived as minor informalities since they did not affect the bidder's offer to comply with the solicitation.
