A company requested reconsideration of a claim for reimbursement of proposal preparation costs. It cannot be concluded that, absent the shortcomings of the agency in the conduct of the procurement, the company would have received the award. In a negotiated procurement, the offerer would have needed to be high technically and low in cost; the cost analysis showed that the company was rated higher technically, but it was also higher priced. The claim for proposal preparation costs was denied.
