Jurisdiction Over Contract Awarded for the Federal Home Loan Bank Board

The protester objected to the award of a contract for the Federal Home Loan Bank Board. GAO had no authority to render a decision relative to the protest since GAO has audit, but not settlement, authority over the activities of the Board whose funds were being utilized for the procurement.
