Educational Allowance for Employee Serving in Foreign Area

State Department employee who was transferred from The Hague to Hong Kong after his daughter had finished 3 years of high school may not be paid educational allowances at rates set for his old post, since Standardized Regulations which provide only for payment at rates set for the new post cannot be waived.
