Improper Award Exceeding 30-Minute Drive Requirement

The second low bidder contended that the awardee did not meet certain requirements of the solicitation concerning location. The award was improper because the facility in question was more than a 30-minute drive from the user's facility. However, the contract should not be terminated for convenience because waiver of the 30-minute requirement was permitted in other decisions.
