Request for Reconsideration Denied Since It Does Not Show That Prior Decision Was Based on Error of Fact or Law

Reconsideration was requested of a decision sustaining protest against proposed Army Armament Command award to MBAssociates. The request for reconsideration was denied because of no evidence that prior decision was based on error of fact or law. As a result, the protester became the low bidder, and a subsequent protest by the resulting second low bidder concerning responsiveness was timely.
