A company protested a contract award, asserting that the agency's failure to conduct discussions with it and other offerors required termination of the contract and reopening of negotiations. The agency was required to conduct discussions with all offerors in the competitive range, and the agency's conducting discussions only with the awardee was not proper. The solicitation in this procurement was defective because it did not identify evaluation factors to be used in selecting an offeror for award. The agency should reopen negotiations by issuing an amendment to the solicitation to cover the time remaining on the contract.
