A company protested that any contract award under a solicitation would involve the utilization of its proprietary data. The agency may use data supplied with a restrictive legend to evaluate drawings submitted by other offerers as long as the data are not released outside the Government. It cannot be concluded that the Government does not have unrestricted rights in drawings that seem to have been furnished without restriction.
