Justification for Sole-Source Procurement

A company protested award of sole-source contracts, contending that it should have been solicited as a possible source. The protester did not show that sole-source procurement was improper in view of technical risks and an urgent delivery schedule; the sole-source negotiation was justified despite the contracting officer's failure to include his justification in the Determination and Findings.
