A company protested any award under a solicitation, questioning why the contracting officer was not present at its oral presentation, questioning the competence of the evaluation panel, and citing irregularities in negotiation procedures. Since the solicitation was canceled, allegations concerning irregularities in negotiations and qualifications of the technical panel were rendered academic. GAO has no authority to determine what information must be disclosed by other agencies under the Freedom of Information Act.
