The protester objected to the rejection of its bid as nonresponsive for failure to insert percentage goals for minority group employment and alleged that the instructions for completing the Atlanta Plan forms were ambiguous. The signed bid which failed to state the required goals was properly rejected as nonresponsive since compliance with the terms of the Atlanta Plan was a matter of responsiveness which could not be waived as a minor deviation. The protest regarding the instructions was untimely and not for consideration since it was not filed prior to bid opening.
