Protestor requested a review of an Environmental Protection Agency decision directing the City of Philadelphia to grant an award, formerly rejected, to the low bidder for construction of a water pollution control plant. Since the low bidder had filed for civil action on this matter before a court of competent jurisdiction, no action was taken on the request.
