An advance decision was requested regarding the propriety of payment of invoices submitted by a company for automobile rental charges resulting from the unauthorized use of a credit card issued to the agency. Pursuant to court decisions holding that the liability protection of the Truth in Lending Act for unauthorized use of credit cards extends to all credit cards, whether used for business or consumer purposes, the government is protected under the act. A previous GAO ruling to the contrary was overruled.
