A complaint concerning a contract award by a grantee dealt with the status of the low bidder as a bidding entity. Since there is no state law on the point in question, it was considered under a federal frame of reference. Rejection of the low bid by the grantee and concurrence by the grantor agency was reasonable since the bid was submitted by a nonexistent corporation, and award to a substitute entity would be improper. The grantor agency has the right to assure grantee compliance with procurement regulations.
