The protester objected to the agency's decision to discontinue evaluation of its proposal prior to accepting revisions to the initial proposal. The agency properly rejected the protester's proposal prior to conducting discussions with other offerers since the unrebutted evidence indicated that the proposal did not represent a reasonable initial effort to address the essential requirements of the request for proposals and was, therefore, unacceptable.
