A company protested the rejection of its bid as late, arguing that a regulation incorporated in the solicitation provided that the only acceptable evidence to establish the time of bid receipt was the time/date stamp of the installation. This regulation applies only to mailed and telegraphic bids; all evidence is relevant to the time of receipt of hand-carried bids. In this case, the evidence more reasonably supported the conclusion that the bid was late.
