A decision was requested regarding the propriety of granting retroactive pay increases to radio technicians covered by a collective bargaining agreement. The agency and the union agreed to conduct a wage survey and to implement a new wage schedule, but the action was delayed while the agency sought approval from the Civil Service Commission. The agency and the union may agree in advance to an effective date of a new wage schedule before the amount of the increase is determined, and the new wage rate may be implemented retroactively.
