A company, the low bidder, objected to a contract award by the city of Winter Haven, Florida, to the competitor and determination that its proposal was nonresponsive. The protester failed to provide information called for by the solicitation as to the amount of work to be performed by the bidder and subcontractors despite warnings in invitation that serious omissions might result in bid rejection. Rejection of low bid as nonresponsive had adequate support.
