A decision was requested regarding the subsistence expense entitlement of an individual who, incident to his duties as a government consultant, maintained an apartment in the District of Columbia. The consultant, who rented an apartment on a monthly basis for use in connection with his intermittent consulting duties in Washington, may include only one-thirtieth of the monthly rent for the purpose of determining his daily actual subsistence expense entitlement. Actual subsistences expenses, justified on the basis of unusual circumstances, must be authorized incident to specific travel assignments.
