An Air Force member appealed the disallowance of his claim for reimbursement of his dependents' travel on a foreign-flag air carrier. Reimbursement of any expenses incurred by a member for travel and transportation of dependents on a foreign air carrier is clearly prohibited since the travel could have been performed on a U.S. air carrier.
