An Army member appealed the disallowance of his claim for reimbursement of costs incurred for travel incident to leave and subsequent hospitalization before return to duty. Travel and transportation allowances are a form of reimbursement for persons traveling on Government business; it is a Government policy not to subsidize leave of members by payment of travel and transportation expenses. The member did not travel on Government business, and his claim for costs incurred in travel from leave to his duty station must be denied.
