The protester objected to the agency's determination that its bid was nonresponsive for failure to enter a minority percentage goal for a group of workers required for performance of the contract. The bidder's failure to enter the goal as required by the solicitation rendered the bid nonresponsive even though it signed the applicable Washington Plan for minority hiring. The deficiency could not be waived where the work involved would be subcontracted since the solicitation terms contemplated commitment by the prime contract and imposition of the commitment upon any subcontractors.
