Claims for Per Diem while on Sick Leave and for Excess Baggage Charges

A decision was requested on a employee's claims for 8 and one-half days of per diem while in a sick leave status and for excess baggage charges. Although the employee was authorized sick leave while in a travel status overseas, he may not be allowed per diem during sick leave. The employee may be reimbursed for the excess baggage charges since the charges did not exceed the constructive cost of shipping the baggage by air freight.
