The protester objected to the rejection of its late best and final offer and to the award to another bidder, alleging collusion between two of the other offerors, a conflict of interest on the part of the agency's technical evaluators, and a pattern of unfair and prejudicial handling of the offers. The protest consisted only of mere allegation and conjecture as to collusion, conflict of interest, and prejudicial handling of offers, and the protester did not prove its case. The protester's best and final offer, received after the time and date established for receipt of offers, was properly excluded from consideration.
