Grantee Not Obligated to Issue Amendment to IFB Advising All Bidders of Court Decision

The protester requested review of a wastewater treatment plant contract, alleging that the grantee did not inform other bidders of a court decision concerning listing of suppliers. The grantee was not obligated to amend the invitation for bids, since the court decision was a matter of public record. In addition, acceptance of a bid listing multiple suppliers is proper where state controlling laws approve of such acceptance.
