The protester objected to the award of a contract under a resolicitation, alleging that it should have been awarded the contract under the original solicitation. Assuming that the initial protest filed with the agency was timely, the protester was not entitled to receive full information regarding the award before filing a protest with GAO. Since the record did not show that the agency acted arbitrarily toward the protester, there was no basis to allow the claim for bid preparation costs.
