The bidder alleged after award that he had mistakenly bid on the wrong item. Since the bid was 11.88 times greater than the second high bid and represented a 57.2 percent return against the acquisition costs for property in poor condition, the contracting officer should have been on notice of the possibility of an error and should have requested verification of the bid. Therefore, the contract may be rescinded without liability to the bidder.
