A company protested award of a contract, alleging that the Government failed to evaluate its proposal in accordance with solicitation's provisions and acted arbitrarily in conducting the evaluation. The protester's proposal was reasonably downgraded for failure to satisfy certain requirements in the solicitation. The proposal was properly evaluated and found outside the competitive range which precluded further discussions. The protester's offer was technically unacceptable even though it offered lower costs.
