Personal Property Claims Under 31 U.S.C. 241

An advance decision was requested regarding payment of claims of 25 military members for personal property losses resulting from the theft of their cashed paychecks. The Navy Judge Advocate General awarded payment in the full amount of the members' claims. The settlements of the claims in the cases of the members arising out of the same event which were made by the designee of the Secretary of the Navy under Navy regulations were final and conclusive and were not for review by GAO.
