Allegations of Awardee's Nonresponsiveness in Small Business Set-Aside

A company protested any award under a small business set-aside, contending that the proposed awardee was nonresponsive. Failure to include a certain form with the bid and failure to include identifying data were minor informalities that could be waived and did not render the bid nonresponsive.
