Payment of Charges on Overdue Accounts

A decision was requested on the propriety of paying penalty charges for late payment of utility bills. Although, as a general policy, the Government does not pay interest on its unpaid accounts, it may pay charges on overdue accounts when provided for by the terms of a contract.
