The claimant requested reimbursement for excessive transportation costs incurred in attempting to remove certain items of surplus property sold under a sales contract, alleging improper government actions in connection with the contractor's attempts to remove the purchased items from government premises. The claim was of doubtful validity in view of the unresolved factual dispute as to the liability of the government and the proper amount of damages. Therefore, GAO could not settle the claim.
