Protest Alleging Low Bid Company's Rivets Are Interchangeable with Rivets Solicited

Olympic Fastening Systems protested rejection of its low bid for blind rivets by Defense Industrial Supply Center, contending that its rivets were structurally interchangeable with engineers' specifications. It is not feasible for an agency to determine if a substitute part is adequate for all uses of stock, and the agency is not required to determine whether the low bidder's substitute part is equivalent.
